Improving materials management in Minnesota

The Resource Management Report will offer clear strategies to transform waste management in the state, aligning with the goals of sustainability, environmental justice, and long-term waste reduction.

Creating a Report

The Minnesota Legislature has requested a large-scale study and strategic forecast of our solid waste system statewide.

Nearly two-thirds of what ends up in landfills and garbage incinerators in Minnesota could have been reused, recycled, or composted.

If the current trends continue, nearly eight million tons of additional waste will be sent to landfills over the next 20 years. The report will provide a clear path for transforming Minnesota's waste management system to one that prioritizes waste prevention, reuse, recycling, composting, and anaerobic digestion while also minimizing negative environmental and human health impacts.

Who Is Involved

All Minnesotans are impacted by the solid waste system, as it affects the environment, public health, and communities throughout the state, but low-income communities and marginalized groups are often disproportionately affected due to factors like proximity to landfills or cumulative impacts like poor air quality.

We are seeking feedback from a variety of stakeholders to ensure everyone can participate in the development of the materials management report.

  • County, Municipal, and Tribal Representatives

  • Reuse and Repair Experts

  • Waste Haulers

  • Recycling, Composting, and AD Facilities

  • Community-Based and Environmental Organizations

  • Commercial and Retail Businesses

  • Residents Representing Diverse Representation of Communities

How to Participate

The Minnesota Pollution Control Agency (MPCA) is taking action to gather input from key stakeholders throughout the state. This information will provide an understanding of the current state of materials management and behaviors, while also providing insight into future pathways that can reduce pollution, increase recycling, and create a healthy and prosperous Minnesota.

Select the activities listed below to see how you can participate.

State-Wide Survey

Multiple-choice questions on the current methods of waste collection and processing, recycling, and composting, as well as ideas for improvements. The survey is open to all residents from 4/28 to 6/27.

Phone Interviews

Key stakeholder groups will be identified to provide more in-depth information on material management issues, recycling and composting behaviors, and future pathways to reach 90% waste diversion. Phone interviews will take place during the late Spring and early Summer. Fill out this short form to be considered for a phone interview:

Stakeholder Meetings

Small group meetings of key stakeholders to gather feedback on potential pathways and scenarios that could move Minnesota toward 90% waste diversion. Meetings may take place in person or virtually. Fill out this short form to be considered for participation in one of the stakeholder meetings:
